Red Bull Racing is pleased to announce that it has extended its contract with Sebastian Vettel until the end of 2011, with an option for 2012. Twenty two-year-old Vettel is a graduate of the Red Bull Junior Team, which he joined at the age of 12. He has already won two grands prix this year – in China and the UK – bringing his GP win total to three and he currently lies third in the 2009 Formula One Drivers’ Championship.

I doubt Horner does not believe Mark can do the job

Vettel doesn't have any managers - does it all himself!

Seb gets 2+1.
Mark gets 1+0.
I doubt Horner does not believe Mark can do the job or that Mark does not wish to stay longer at RBR (since he has said he wants to see his career out at RBR).
So I think Mark just simply costs too much and they could not get a longer term agreement in place because of this.
