According to several F1 news sources, OrangeArrows have fallen behind on the development of the new Cosworth powered A23 and consiquently will not be joining the majority of the other teams in the early January tests in Barcelona. Cosworth have been blamed for the delay. The ban on testing was lifted on Tuesday of this week and a large number of the teams have already expressed an eagerness to get on with the 2002 preparations. Reports late in 2001 suggested that Arrows were on schedule with the development and building of the A23 chassis, but apparently a delay in receiving engine units from Cosworth has delayed the work being completed.

Cosworth are reported to have attributed the delay in supply to the late agreement between themselves and Arrows on the cost of the 2002 supply contract.

The reports suggest however that Arrows are planning to start some running tests by the end of January, and are said to be keen to start their test programme with an A23 and not a 2001 hybrid car.
