The likes of Blackburn, Manchester City, West Ham in England, along with French sides Lyon and Lille have all been interested, but Celtic are big favourites.
Wenger believes that Parkhead would be the best place for Aliadiere to spend a season on loan to gather more experience.
"It is a possibility," Wenger told the Daily Record. "There are other clubs interested in him but it's fair to say Celtic are the favourites.
"I would be happy for him to go to Celtic. He would have the chance of getting experience in Europe.
"I have spoken with Gordon Strachan but it's now up to the player so I can't say much more.
"We should expect his answer in the next week."
Celtic would have to pay around £500,000 to sign the former France Under-21 international for the season.
The Gunners obviously still think a lot of the 22-year-old, as they have recently handed him a new three-year deal at Highbury.
However, Wenger believes he needs a full season of action after suffering a serious knee injury last term - and he could not offer him that at Highbury.
The French coach thinks that a full year at Celtic would do Aliadiere no harm whatsoever and could only benefit Arsenal in the long term.
