A Way Around the nWq Rule
Before I begin, I'm quite sure this would never happen, but looking at the new ruling's being brought in to the Welsh Premiership, I don't see why not.
The following quote is taken directly from the WRU Official web site, http://www.wru.co.uk/985_17818.php.
"From next season a new permit system to "draft" an unlimited number of regional or academy players to Premiership clubs will be introduced ...The current limit of two foreign or non Wales qualified players per Principality Premiership squad will be maintained unless individual clubs have written consent from the WRU to alter the number."
To me, this implies that players may pass in both directions to play regional/premiership rugby, plus each premieship side may be allowed 2 nWq players. I think you can tell where I'm going with this.
Rather than release Marc Stcherbina, who has been closely linked with a move to the Dragons, we could register him to any of the Blues 3 Premiership club sides, Cardiff RFC, Glamorgan Wanderers RFC or Pontypydd RFC, who would release him to play for the regional side whenever required. The same of course goes when signing new foreign players, such as world class scrum half, du Preez.
If anyone is more informed on the Premiership ruling, perhaps you could enlighten me as to whether the nWq is allowed to play for the regional side, as I can't find anything that says they can't.
As I said at the beginning of the article, I doubt it would be used very much, but we need to find a way around the rule which is halting the regions development, and inflating the wages of all Welsh Qualified players.
Of course the other option is, we stick two fingers at the WRU and sign whoever the hell we like! To be honest, I like this one better.

as the nwq rule is meant to be as 'gentleman's agreement' as such iut has no legal bind and i think the wru have worded there legislation as such for this purpose , it can only help to develop the clubs and younger players lower down the system to be training with experieneced world class professionals like du preez or carter/a.n othe.
To be honest i'd be just as happy to stick two figners up at the WRU,the rule is serving its purpose at producing a strong national side but it shouldnt neglect its representative clubs in the process.
